History: AFNIC was created in December 1997 to take over .fr management from INRIA (http://www.inria.fr) which has been its registry since 1986.
AFNIC is a not-for-profit association. Its governance model is inclusive and aims to allow all the interested parties to take part into the decisions related to .fr management. Our board includes governement representatives, but also representatives elected by the registrars and the users. .FR registration rules have changed a lot since 1997. Now every company or 18+ person settled in France or owning some trademark rights in France is able to register .FR domain names.
